设计理念：
起步区的规划分区上打破常规的功能分区壁垒，将后现代所需的多功能混合的概念带入到实际的园区规划当中，创造多维的跨界空间，既保证各个分区的相对独立，也使得不同功能区的混合界面变得多元化。共有11个分区：创意集群区、生态居住区、旅游度假酒店区、中央核心区、旅游度假村、艺术家创作坊、水系民俗街、博物馆区、文教体验区、城市景观长廊以及公共交通枢纽站。
During the planning stage, we went against the rules and did not categorize each area according to function. Instead the concept of multifunction was introduced to ensure the creation of trans-disciplinary spaces; so that while independent, each individual space is also diverse.
There are 11 areas in total: the Creativity Clusters, the Ecological Residences, the Hotels, the Nuclei, the Resorts, the Artists’ Studios, the Folk Streets, the Museums, the Cultural Experience Area, the Urban Landscape Gallery and the Public Transport Terminus.
